BWOI is about empowering the local community of Brownsville, TX by building wealth in its local businesses via the worker-cooperative structure.

Current cooperatives found in the Rio Grande Valley (RGV) are in the form of credit unions or electrical cooperatives.

The aim of the BWOI is for the Texas Rural Cooperative Center (TRCC) to introduce cooperatives in the area by working with graduates from the local Youthbuild faction. The TRCC would facilitate access to funding for Youthbuild graduates to establish a worker cooperative that can offer home weatherizing services, taking advantage of the Inflation Reduction Act. This would serve as the foundation to create a larger network of worker cooperatives in the RGV to improve the socioeconomic standing of the region.
